PHA Accelerates Digital Transformation with Comprehensive Office Digitization Plan

LAHORE – The Punjab Horticulture Authority (PHA) has launched a major digitization initiative aimed at modernizing administrative operations, improving transparency, and enhancing efficiency across all offices operating under its authority.

The move marks another important step in the Punjab government’s broader vision of promoting e-governance and transforming public sector institutions through the use of modern digital technologies.

According to officials, Director General Raja Mansoor Ahmed has directed all PHA offices to transition completely from traditional paper-based systems to digital platforms. The initiative is being implemented in line with directives issued by the Chief Secretary Punjab, who has emphasized the importance of adopting technology-driven governance models throughout government departments.

Under the newly introduced framework, official correspondence and daily administrative communication will be conducted through the e-FASS platform. The system is designed to replace conventional paperwork and create a faster, more transparent, and more efficient communication process within the organization.

Officials stated that the first phase of the digitization project focuses on central and operational offices currently functioning under the authority. In the next phase, district-level offices will also be integrated into the digital network to ensure seamless communication and coordination across all PHA units.

Director General Raja Mansoor Ahmed emphasized that digitization remains a key priority for the organization. He noted that the authority is actively implementing government policies aimed at modernizing public administration and improving service delivery through technology.

As part of these efforts, PHA has already introduced the e-Biz application for routine administrative and business-related operations. The application is currently being utilized across all offices under the authority to facilitate digital workflows and reduce dependence on manual procedures.

Officials believe that the transition to digital systems will generate multiple benefits for the organization. One of the most immediate advantages is the reduction in expenses associated with stationery, printing, and document storage. By minimizing paper usage, the authority also aims to support environmentally sustainable practices.

The adoption of electronic communication platforms is expected to improve the speed of decision-making and document processing. Digital workflows can help eliminate delays often associated with manual file movement, enabling quicker responses and more effective administrative management.

Transparency is another major objective of the initiative. Digital systems provide improved record-keeping, easier tracking of official communications, and greater accountability in administrative processes. This can help strengthen governance standards and reduce inefficiencies within the organization.

Technology experts note that digitization projects in government institutions often contribute to improved public service delivery by streamlining operations and reducing bureaucratic hurdles. Faster communication and improved access to information can ultimately benefit both employees and citizens interacting with public-sector organizations.

The Punjab government’s emphasis on e-governance reflects a broader trend toward digital modernization across various departments and agencies. By integrating technology into routine operations, authorities aim to create more responsive, efficient, and transparent public institutions.

PHA officials stated that the digitization process will continue to expand in the coming months, with additional technological upgrades and integrations planned to further strengthen administrative capabilities.

The initiative demonstrates the authority’s commitment to embracing modern governance practices while aligning with the provincial government’s digital transformation agenda. Officials believe that fully digital operations will enhance organizational performance, improve resource management, and contribute to better service delivery across Punjab.

As the transition progresses, PHA is expected to serve as an example of how technology can be leveraged to modernize public-sector institutions and support more efficient governance in Pakistan.
