PM Maritime Reforms Deliver 85 Milestones to Transform Pakistan’s Blue Economy

Pakistan has made significant progress in transforming its maritime sector as the Prime Minister’s Task Force on Maritime Reforms successfully completed 85 out of 99 reform initiatives within just 18 months. The ambitious reform programme is designed to modernize ports, strengthen shipping and logistics, revive shipbuilding and fisheries, and unlock the country’s vast blue economy potential.

The Reform Implementation Committee, established in December 2024 under the Prime Minister’s Task Force, has led the implementation of comprehensive reforms with the support of experts from the Ministry of Defence, National Logistics Corporation (NLC), maritime authorities, and other key government institutions.

Among the most notable achievements is the development of Pakistan’s first-ever National Ports Master Plan, which provides a long-term roadmap for expanding port infrastructure and improving operational efficiency. Authorities have also introduced a uniform port tariff system and streamlined transit trade procedures to strengthen regional connectivity and facilitate international trade.

The reform agenda includes expanding port capacity, deploying modern monitoring systems for economic zones, and removing illegal encroachments from Karachi Port land to support future infrastructure development and improve port operations.

In the shipping sector, new customs regulations have been introduced for transshipment and bunkering services while efforts continue to promote indigenous shipbuilding and ship repair industries. These initiatives aim to reduce dependence on foreign facilities, strengthen domestic industrial capacity, and create new employment opportunities.

Pakistan’s fisheries sector has also received a major boost through the approval of a comprehensive five-year provincial development plan focused on increasing productivity, enhancing seafood exports, and improving the livelihoods of coastal communities.

Another key milestone is the revival of Pakistan’s ship recycling industry after an eight-year suspension, opening new opportunities for industrial growth and job creation. Additionally, the government has established the National Dredging and Marine Services, a dedicated institution responsible for improving dredging capabilities and reducing reliance on foreign contractors for maintaining navigable waterways.

Of the 99 reform initiatives identified by the task force, 85 have been fully implemented, 11 are nearing completion, while the remaining three reforms are being pursued as part of a long-term strategic framework.

Officials believe these reforms will significantly improve Pakistan’s maritime competitiveness, attract greater domestic and foreign investment, enhance logistics and trade efficiency, strengthen coastal industries, and position the country as a leading maritime hub in the region while unlocking the full potential of its blue economy.
