Sindh Education Boards Under Dual Control as Government Splits Administrative Authority

The Sindh government has introduced a major administrative shift by placing educational boards under a dual control system, dividing authority between the chief minister and the minister for universities and boards. This new structure has raised serious concerns among education experts and administrative circles.

Under the new arrangement, the chairpersons of all education boards will report directly to the chief minister, while the minister for universities and boards will continue to supervise controllers of examinations, board secretaries, and audit officers. This move has effectively created a split governance system within the province’s examination framework.

Previously, the entire authority over education boards rested with the minister for universities and boards. However, the latest decision has changed the power dynamics, introducing what many are calling an unprecedented dual-command structure.

This development comes at a time when several Sindh education boards are already facing scrutiny over alleged irregularities and administrative failures. The Board of Intermediate and Secondary Education Mirpurkhas is under investigation, with its controller of examinations in custody over accusations of result tampering and financial misconduct.

Additionally, the Karachi Board has faced backlash after reports of mismanagement during matric exams, including sudden changes in examination centres. An inquiry committee confirmed these irregularities and recommended strict action, leading to the resignation of the board’s chairman.

Experts believe that this split control system may create confusion instead of improving governance. Questions are being raised about why only partial authority was transferred while the rest remains with the same department.

The Sindh government is yet to release a formal notification, but the decision has already sparked debate regarding transparency, accountability, and efficiency in the province’s education system.
