China’s Shandong Xinxu Group has expressed strong interest in making large-scale investments in Pakistan’s energy sector, unveiling proposals that include deep-sea oil and gas exploration, refinery modernization, advanced drilling technologies, and the development of coastal energy cities.
The proposals were discussed during a high-level meeting between Federal Minister for Petroleum Ali Pervaiz Malik and Shandong Xinxu Group Chairman Hou Jianxin, where both sides explored opportunities to strengthen long-term cooperation across Pakistan’s energy value chain.
A key objective of the proposed partnership is to increase Pakistan’s domestic hydrocarbon production by introducing advanced drilling techniques and field optimization technologies. The Chinese company believes its expertise can help revive aging oil and gas fields while improving exploration efficiency and boosting local energy output.
According to Hou Jianxin, Shandong Xinxu Group possesses advanced technologies for drilling services and oilfield optimization and is eager to collaborate with Pakistan to maximize its untapped hydrocarbon resources.
One of the major proposals focuses on modernizing Pakistan’s refineries through the installation of Fluid Catalytic Cracking (FCC) units. These advanced processing facilities convert low-value heavy furnace oil into higher-value petroleum products such as petrol, diesel, and other refined fuels, improving refinery efficiency and reducing waste.
The Chinese group has also proposed establishing a domestic energy equipment manufacturing hub in Pakistan. The facility would locally assemble heavy machinery and industrial equipment for the oil and gas sector, reducing dependence on imports while creating opportunities to export energy equipment to regional markets, particularly in the Middle East.
In addition, the investment roadmap includes joint offshore deep-sea exploration projects, utilizing China’s advanced offshore drilling technology to explore Pakistan’s maritime energy reserves.
Beyond oil and gas, the proposal also covers the construction of a sulphur processing facility, expansion of lead mining operations, and the development of integrated energy cities along Pakistan’s coastline. These projects are aimed at supporting industrial growth, attracting foreign investment, creating employment opportunities, and strengthening Pakistan’s long-term energy security.
If implemented, the proposed partnership between Pakistan and Shandong Xinxu Group could become one of the country’s most significant energy collaborations, helping modernize critical infrastructure, enhance domestic fuel production, and accelerate economic growth through advanced technology transfer and industrial development.
