Punjab to Replace Fard with Green Property Certificate in Major Land Reform

The Punjab government has launched a major land reform initiative to replace the traditional Fard system with a modern green property certificate. The pilot project will begin in Sahiwal from May 1, marking a significant shift in property documentation and ownership verification.

According to officials from the Punjab Land Records Authority, the green property certificate will serve as a comprehensive legal document confirming ownership, possession, and other rights associated with land. This new system is expected to improve transparency and reduce fraudulent practices in property transactions.

Under the plan, the outdated Fard system—which only confirms ownership rights—will be phased out. The green certificate will provide additional legal clarity, including proof of possession, eligibility for loans, and assurance that the property is free from disputes or legal complications.

The initiative will expand to Lodhran and Hafizabad starting July 1, with a province-wide rollout targeted for completion by December 2026.

The move is being implemented under the supervision of the Punjab Board of Revenue, which has officially suspended the issuance of Fard in Sahiwal district under existing land record rules.

Authorities say the reform aims to eliminate forged documents, prevent illegal land transfers, and curb corruption in the property sector. The digital transformation of land records is also expected to simplify property dealings and enhance public trust in the system.
