IHC to Hear Petition on Delay in FDE Director General Appointment

The Islamabad High Court is set to hear a petition on May 21 regarding the delay in appointing the Director General of the Federal Directorate of Education, a key administrative body overseeing educational institutions in the federal capital.

The petition, filed by Javed Iqbal Mirza, challenges the prolonged delay in finalising the appointment despite a formal recommendation by the Federal Public Service Commission. According to documents, the FPSC recommended Mirza for the position on March 4, 2026, after completing the required recruitment process, including tests and interviews.

However, the Ministry of Education has yet to issue a formal appointment notification. Sources indicate that the summary required for final approval has not been forwarded to the prime minister, causing further delays in the process.

The post of Director General at FDE has remained vacant for nearly three years, with administrative responsibilities being handled on an ad hoc basis. The FDE oversees approximately 432 educational institutions, making the absence of a permanent head a matter of concern for effective governance and policy implementation.

During earlier proceedings, Justice Arbab Mohammad Tahir issued notices to the Ministry of Education and other relevant parties, seeking detailed responses on the matter.

The upcoming hearing will focus on the legal and administrative aspects of the delay, particularly in light of the completed recruitment process by the FPSC. The case highlights concerns regarding transparency, efficiency, and adherence to institutional procedures in public sector appointments.

The court’s decision could have significant implications for the governance of educational institutions in Islamabad and may set a precedent for similar appointment-related disputes in the future.
