Political tensions between the federal government and Pakistan Tehreek-e-Insaf (PTI) have intensified as the ruling coalition considers constitutional options for imposing an emergency or governor’s rule in Khyber Pakhtunkhwa (KP). According to a report by Dawn, leaders of the Pakistan Muslim League-Nawaz (PML-N) and Pakistan Peoples Party (PPP) discussed a plan to bring the province under federal control amid PTI’s ongoing protest march.
Prime Minister Shehbaz Sharif called a federal cabinet meeting to discuss the available options, while separate sessions of the National Assembly and Senate were also planned. The developments followed meetings involving the prime minister, President Asif Ali Zardari and Jamiat Ulema-i-Islam-Fazl chief Maulana Fazlur Rehman, who has been facilitating contacts between the government and opposition.
Interior Minister Mohsin Naqvi said the government had exhausted its efforts to avoid imposing an emergency in KP. Information Minister Attaullah Tarar confirmed that the cabinet would discuss emergency and governor’s rule options. Other government representatives also said several possibilities were being considered amid disagreements over the PTI march and cooperation on security matters.
Maulana Fazlur Rehman also met PTI Chairman Barrister Gohar Ali Khan and Asad Qaiser to discuss the potential government response and efforts to reduce tensions. A JUI-F leader said the party was facilitating dialogue, while the final decision would rest with the federal government and PTI leadership.
Meanwhile, KP Police Chief Zulfiqar Hameed issued security instructions to district police officers in preparation for possible protests or sabotage incidents. District officials were directed to remain available, and police stations were told to identify vulnerable locations along the protest route and arrange appropriate security measures.
The report outlines several constitutional provisions under consideration. Article 232 addresses the proclamation of an emergency, Article 233 concerns the suspension of certain fundamental rights during an emergency, and Article 234 deals with the imposition of governor’s rule if constitutional government in a province cannot function as required. The proposed measures were still under discussion in the report, and any eventual action would depend on the relevant constitutional process.
