Pakistan’s First Panda Bond Sale Marks Financial Milestone: Finance Minister

Pakistan has achieved a significant financial milestone with the successful issuance of its first Panda Bond, a move that signals growing investor confidence and strengthens economic ties with China.

According to Finance Minister Muhammad Aurangzeb, the inaugural Panda Bond issuance marks a major step forward in Pakistan’s financial landscape. Speaking after the issuance ceremony in Beijing, he highlighted that the development reflects increasing trust from Chinese institutions and global investors in Pakistan’s macroeconomic stability and reform agenda.

The Panda Bond, issued in Chinese yuan (RMB), also supports the internationalisation of the renminbi. The minister noted that nearly one-quarter of trade between Pakistan and China is already being conducted in RMB, indicating a shift toward stronger financial integration between the two countries.

Discussing broader economic cooperation, Aurangzeb explained that the first phase of the China-Pakistan Economic Corridor (CPEC) primarily focused on infrastructure development. However, the second phase is now shifting toward business-to-business collaboration, industrial growth, and monetisation of existing assets.

He also emphasized that Pakistan has successfully managed economic challenges arising from regional instability while maintaining positive key indicators. Ongoing reforms in taxation, the energy sector, state-owned enterprises, and digital governance are playing a crucial role in improving economic fundamentals.

The successful Panda Bond issuance is seen as a key step toward diversifying Pakistan’s funding sources and enhancing its presence in international financial markets. It also highlights the government’s commitment to fiscal discipline, structural reforms, and policies aimed at attracting foreign investment.

Overall, this milestone represents not only a financial achievement but also a deeper strengthening of Pakistan-China economic cooperation, paving the way for future growth and stability.
